Job Description

Conduct a 30‑day baseline assessment of RMNCAH services in Nairobi, designing tools, training enumerators, collecting and analyzing data, and delivering actionable recommendations for IRC’s health programs.

Key Responsibilities

  • Review project documents and develop an inception report detailing methodology, tools, sampling, ethics, and work plan.
  • Present and validate the inception plan with IRC Health and MEAL teams.
  • Design, translate, and pre‑test quantitative and qualitative data collection tools.
  • Recruit and train gender‑balanced enumerators from refugee and host communities.
  • Collect data digitally using CommCare through household interviews, facility assessments, and focus groups.
  • Ensure strict data‑quality assurance and ethical standards throughout fieldwork.
  • Analyze quantitative data with SPSS or STATA and conduct thematic analysis of qualitative data.
  • Compare findings to national RMNCAH benchmarks and draft a baseline report with recommendations.
  • Facilitate a validation workshop with IRC, MoH, and stakeholders and finalize the report.

Requirements

  • Master's degree in public health, epidemiology, demography, biostatistics or related field.
  • Minimum 10 years experience conducting baseline or evaluation studies in RMNCAH, health systems, or humanitarian contexts.
  • Proficiency with digital data collection tools, specifically CommCare.
  • Strong quantitative and qualitative analysis skills using SPSS or STATA.
  • Excellent analytical, writing, and presentation abilities.

Preferred Qualifications

  • Experience with USAID, EU, or UN donor‑funded assessments (preferred).
  • Experience working with marginalized or vulnerable populations.
  • Familiarity with Kenya Health Information Systems (KHIS) and UNHCR Health Information System.
  • Ability to engage multidisciplinary stakeholders including government and development partners.
