Job Description
Lead and oversee WASH programs in Turkana, Kenya, managing design, implementation, budgeting, staff, and partnerships in conflict/post‑conflict settings for IsraAID as a contract Program Manager.
Key Responsibilities
- Oversee all WASH projects through the full project‑management cycle and report to the Area Program Coordinator.
- Lead design, planning and implementation of high‑quality, context‑relevant WASH interventions.
- Provide technical guidance on water supply systems, sanitation infrastructure, hygiene promotion and sustainable solutions.
- Develop technical designs, Bills of Quantities and quality‑assurance frameworks meeting professional standards and donor requirements.
- Ensure clear objectives, identifiable beneficiaries and realistic, impact‑oriented implementation plans.
- Coordinate monitoring, evaluation and ethical implementation with the MEAL Officer.
- Monitor budget implementation against targets and ensure compliant reporting to IsraAID and donors.
- Manage the WASH programme team, supervise programme officers and design staffing plans with the Country Director.
- Collaborate with HQ sector leads and Kenyan technical staff to apply global best practices.
- Support national and local partners in designing realistic, high‑quality WASH interventions aligned with donor requirements.
- Produce accurate reports, secure funding and develop proposals in coordination with the DEVCOM Department.
- Coordinate procurement and logistics for WASH resources and equipment.
- Provide technical support for recruitment, drafting Terms of Reference, staffing plans and performance evaluations.
- Foster collaboration with local partners, donors, government structures and communities; represent IsraAID at coordination meetings.
Requirements
- Bachelor’s degree in Civil/Environmental/Soil & Water Engineering, Water Resources Management, Public Health or related field (Master’s preferred).
- Minimum 5 years progressive program management experience, with at least 2 years senior‑management in conflict/post‑conflict settings.
- Proven stakeholder‑management and partnership‑building skills with governments, INGOs and CBOs.
- Experience in proposal development and budgeting, including log‑frame and budget management.
- Strong financial‑management and reporting skills.
- Knowledge of logistics, procurement and contract management.
- Ability to lead, supervise and build capacity of staff, including performance evaluation.
Preferred Qualifications
- Master’s degree (MBA/MSc/MA) in a relevant field.
- Additional certifications in project management or humanitarian response.
- Experience with MEAL systems and donor compliance.
- Fluency in English and local languages.
