Job Description

Lead coordination and implementation of MEL for the YEFFA multi-country program, providing technical support, data verification, reporting, and capacity building to ensure high-quality results and evidence-based decision-making.

Key Responsibilities

  • Provide ongoing M&E support to the YEFFA PMU in collaboration with the Senior M&E Officer.
  • Align country results and program design with YEFFA theory of change and results framework, ensuring compliance.
  • Generate quarterly performance dashboards and compliance analysis for YEFFA country programs.
  • Lead data integration and verification across YEFFA and continental pillar data.
  • Identify M&E support needs, troubleshoot data capture and reporting challenges for country teams and partners.
  • Conduct routine data quality checks, validation, and strengthen audit trails for YEFFA indicators.
  • Provide training and technical guidance to implementing partners on results reporting and data management.
  • Onboard grantees and validate data reported on AMIS for YEFFA.
  • Implement and back‑stop digitized tools used by country teams.
  • Monitor follow‑up actions from DQAs, spot checks, and validation missions.
  • Facilitate cross‑country learning and continuous improvement of MEL systems, dashboards, and tools.
  • Lead evaluations, surveys, and MEL‑related consultancies in collaboration with the AGRA MEL Unit.

Requirements

  • Master’s degree in Monitoring & Evaluation, Development Economics, Statistics, Data Science, or related discipline.
  • Minimum 10 years progressive experience in monitoring, evaluation, and results management in large‑scale, multi‑country programs in Africa.
  • Proven experience with donor‑funded initiatives, particularly Mastercard Foundation or equivalent partners.
  • Expertise in results framework design, performance tracking, and data visualization tools such as Power BI or Tableau.

Preferred Qualifications

  • Professional certification in MEL, Results‑Based Management, or Data Analytics (preferred).
  • Experience supporting adaptive management and institutional learning.
  • Strong ownership of results management processes and ability to adjust MEL frameworks as program contexts evolve.
  • Ability to capture, document, and disseminate lessons learned and best practices.
