Job Description

Lead emergency water supply rehabilitation in Turkana, Kenya, overseeing design, construction, budgeting, reporting, and stakeholder coordination to ensure compliance with WASH‑in‑Emergency standards and successful project delivery.

Key Responsibilities

  • Plan, implement, supervise, monitor and evaluate emergency rehabilitation of water supply systems and related construction projects.
  • Prepare tender documents, technical drawings, specifications, Bills of Quantities and contract conditions in coordination with County Government technical teams.
  • Produce weekly, monthly, quarterly and final technical progress and situational reports.
  • Ensure adherence to approved work, budget and procurement plans.
  • Coordinate with county‑level WASH emergency technical groups, WESCOORD, CSG, NDMA and other forums.
  • Align all interventions with WASH‑in‑Emergency standards.
  • Support training of Water Users Associations and conduct hygiene promotion sessions.
  • Manage budget utilisation and report on WASH non‑food items distribution.
  • Conduct rapid WASH needs assessments and recommend appropriate water supply options.
  • Oversee contractor presence on site, maintain documentation and ensure quality control according to Kenyan regulations, WHO and SPHERE standards.
  • Organise monthly construction site management meetings and prepare comprehensive project reports for donors and stakeholders.
  • Evaluate contractor claims, certify Variation Orders and advise on risk mitigation for timeline, budget and quality.
  • Enforce safety measures, coordinate testing and certification of installed systems, and facilitate hand‑over of completed facilities.

Requirements

  • Degree (BSc/HND) in Civil Engineering, Water Engineering or related field.
  • Minimum 5 years relevant experience in WASH, construction, emergency response, project management and site supervision in rural areas.
  • Good understanding of SPHERE and other international WASH‑in‑Emergency standards.
  • Ability to conduct community WASH needs assessments, programme planning, implementation, monitoring and evaluation.
  • Proficiency in MS Office and AutoCAD; SAP 2000 and Microsoft Project advantageous.
  • Strong independent, result‑oriented, multi‑tasking ability in a multicultural environment.
  • Excellent stakeholder relationship, written and spoken communication skills.

Preferred Qualifications

  • Experience with WASH in schools.
  • Professional registration (ERB/IEK) preferred.
  • Prior field operations and donor‑funded project implementation experience.
  • Knowledge of Kenyan regulations, WHO and SPHERE standards.
